BACKGROUND INFORMATION

SCOPE OF SERVICES

Project Overview

The objective of this project is to design and implement an outreach campaign to

increase the enrollment of special populations students in Information Technology (IT)

and Energy, Manufacturing & Construction (EMC) programs at Lone Star College

(LSC). The campaign will target special populations and non-traditional students, with

an emphasis on women, looking to enter these fields or seeking a career change.

Goals and Objectives

Increase Awareness: Raise awareness about career opportunities in IT, energy,

manufacturing, and construction among special populations students.

Enrollment Boost: Increase the number of special populations students enrolling in

related programs at LSC.

Support Resources: Provide information and access to essential student support

resources.

Target Audience

Special Populations & Non-Traditional Learners:

• Women interested in IT & EMC Programs & Career Fields

• First-Generation College Students

• Low-Income Students

• Students with Disabilities

• Veterans and Active Military Personnel

• Adult Learners (typically aged 25 and older)

• Return Students

• Part-Time Students

• Single Parents and Caregivers

• Foster Youth and Former Foster Youth

• Homeless and Housing-Insecure Students

• English Language Learners (ELL)

Scope of Services

The selected contractor will provide the following services:

Research and Analysis

• Conduct market research to understand the barriers and motivations for special

populations students entering IT & EMC fields.

• Analyze current enrollment data and identify trends and gaps.

Campaign Strategy Development

• Develop a comprehensive communication outreach strategy.

• Create a timeline for the campaign rollout.

Enrollment Services

• Generate leads by identifying and attracting the target audience through a variety

of effective marketing strategies.

• Supplement LSC outreach efforts through a targeted, data-informed proactive

communication campaign that utilizes multiple avenues of connection.

Support Services

• Provide targeted information and access to essential student support resources.

• Provide ongoing support and resources for campaign participants.

This Scope of Work outlines the requirements and expectations for the outreach

campaign. The selected contractor will work closely with LSC during the development

and implementation of the project to ensure the campaign’s success.
