Scope: The Services sought under this Request for Proposals (“RFP”) are set forth in more detail in the Scope of Services Section, incorporated herein by this reference. Notwithstanding the inclusion of such Services in the Scope of Services Section, the final scope of Services negotiated between City and the successful Proposer shall be set forth in the Professional Services Agreement (“Agreement”) executed by and between City and the successful Proposer. A copy of the Agreement is attached and incorporated herein by this reference.

The Palm Desert Aquatic Center, owned by the City and operated in partnership with the YMCA of the Desert, is a state-of-the-art, eight-acre facility offering a range of aquatic amenities. These include a 50- meter competition pool, recreational pool with slides and play features, diving boards, locker rooms, and seasonal concessions. PDAC serves local residents and visitors year-round. To support ongoing growth and engagement, the City and YMCA are seeking a creative, strategic marketing partner to enhance visibility, attract new audiences, and promote key programs and events.

The selected contractor will develop and execute a yearlong marketing strategy, running July 1, 2025 – June 30, 2026, Fiscal Year 2025-26 , with the potential for renewal. The total available budget is $100,000, which must include all agency fees, creative services, media placement costs, and related marketing expenses.

The selected firm will work closely with City and YMCA staff to:

• Increase public awareness of PDAC as a year-round community resource

• Drive attendance and participation among target audiences

• Support revenue goals through promotion of daily use, memberships, rentals, and special events

• Deliver clear, data-driven marketing outcomes

Marketing services may include:

• Development of an annual marketing strategy and messaging framework

• Advertising/media planning and placement across print, digital, radio, outdoor, and/or social platforms

• Creation of visual assets including photography, video, graphics, and collateral

• Strategic social media content planning and channel management

• Basic website content updates and maintenance ofwww.pdpool.com [http://www.pdpool.com]

• Community outreach and public relations support

• Monthly performance reporting and analytics review

• Public relations in the event of an emergency

Note: The selected firm will not be responsible for program development or facility operations. All marketing efforts will be based on programs and services provided by City of Palm Desert staff and the YMCA.

Proposals should include:

• A proposed marketing approach aligned with PDAC’s goals and audiences

• Budget allocations with rationale for each major area of spend

• Sample deliverables or case studies of past relevant campaigns

• A project timeline and key milestones

• Team qualifications and roles
