MARKETING RFP ISSUED FOR FRANKLIN COUNTY BOARD OF COUNTY COMMISSIONERS
DEADLINE: submittals must be received by the Franklin County Office of the Clerk of
Court, located at 33 Market Street, Suite 203, Apalachicola, Florida 32320, on Friday,
September 30, 2022, by 4:00 p.m. (ET).
All RFQ submittals will be publicly opened and read aloud during the regularly scheduled
meeting of the Franklin County Board of County Commissioners on Tuesday, October 4, 2022.
This meeting starts at 9:00 a.m. (ET).
SCOPE OF WORK:
The approved vendor shall abide by the following General Administration requirements:
• Frankin County owns complete rights to the finished products
• As a vendor, you will have access to information that is treated as confidential and
proprietary by Franklin County TDC, including without limitation, information pertaining to
business operations and strategies, customers, pricing, or marketing, in each case
whether spoken, written, printed, electronic, or in any other form or medium (collectively,
the “Confidential Information”). Any Confidential Information that you access or develop in
connection with the Services, including but not limited to any Work Product, shall be
subject to the terms and conditions of this clause. You agree to treat all Confidential
Information as strictly confidential, not to disclose Confidential Information or permit it to
be disclosed, in whole or part, to any third party without the prior written consent of
Franklin County TDC, in each instance, and not to use any Confidential Information for
any purpose except as required in the performance of the Services. You shall notify
Franklin County TDC immediately in the event you become aware of any loss or
disclosure of any Confidential Information.
• Provider shall attend all TDC Board and Committee meetings and Vendor
meetings.
• Provide monthly marketing reports to the board, including advertising research
and opportunities.
• Attend marketing training as requested by the TDC Board or Director
• Analyze marketing success through advertising and newsletter metrics
• Research, maintain, and update newsletter database to expand visitor database
• Traffic advertising insertion orders and follow up documentation for TDC
administrative staff.
• Will work with the TDC Administrator and get his final approval on all work
products.
● Provide other duties assigned by Franklin County
The provider shall provide the following Writing and Content:
• Research, write, produce, and distribute monthly e-newsletter to database of
media and visitor signups.
• Research, prepare and distribute press releases as necessary to promote
positive County marketing activities and amenities
• Research and compose topic-based feature articles and appropriate content for
publishing in print/digital outlets that promote the County in a positive and
appropriate manner.
• Prepare content for the TDC Website, Newsletter, Visitor guide, and associated
travel publications/ websites
• Provide Grant Writing Services to the TDC as instructed to support marketing
goals.
The provider shall provide the following Design and Advertising:
• Design and produce TDC Print and Digital Advertising Support for National
Publications and Websites
• Design and produce TDC marketing materials to include visitor guide, brochures,
rack cards and graphics as directed by the board or director
• Design and coordinate advertising campaigns as needed to implement marketing
goals. These services will include, but are not limited to, the negotiation and
traffic of insertion orders and scheduling of advertisement placement
• Research, design, and coordinate production on TDC-related exhibits
• Research, maintain and update newsletter database to expand visitor database.
The provider shall provide the following Coordinated Services:
• Coordinate with non-profit grant recipients to collect and disseminate event and
activity information through the TDC newsletter portal
• Coordinate with the TDC Director to create and distribute important marketing or
news on an immediate basis and in a professional and efficient manner.
• Coordinate with media to provide research and content for news and features
• Coordinate with the TDC Administrative staff to provide visiting journalist itinerary
support
• Coordinate with vendors to acquire assets and unique web tracking URLS
necessary to implement ad campaigns and track efficacy of marketing efforts
• Coordinate with photographers to acquire images for use in marketing and
editorial support.
Contract Duration: The duration of the contract may be for multiple years and is open for negotiation.
