Scope: Scope of Work and Deliverables

This Scope of Work describes the deliverables sought through this RFP and the scope of what the awarded Offeror will be expected to provide through the contract resulting from this RFP. The Scope of Work is intended to provide interested Offeror’s with sufficient basic information to submit a proposal. It is not intended to limit a proposal’s content or exclude any relevant or essential data.

CCA is seeking a vendor who best meets the needs and objectives of the community college. Vendors are encouraged to propose innovations. Vendor shall provide:

Project Discovery & Strategic Planning

* Conduct kickoff meeting(s) with project stakeholders.
* Complete discovery research, including current state review of brand, marketing assets, competitor landscape, and enrollment trends.
* Deliver a Marketing Strategy Brief that defines project goals, target audiences, and key marketing strategies.

Media Planning & Buying

* Develop a comprehensive media plan that aligns with CCA’s goals, budget, and target audiences.
* Recommend media channel mix (digital, traditional, or both) based on audience insights.
* Allocate the $50,000 campaign budget effectively across channels to maximize enrollment impact.

Creative Strategy & Production

* Provide creative recommendations and/or production support for campaign assets (digital ads, display, social, search, video, OOH, print, etc.).
* Ensure creative aligns with CCA’s brand identity, strategic priorities, and enrollment funnel.

Campaign Execution & Management

* Launch and manage campaigns across approved channels from January–June 2026.
* Actively manage campaigns with real-time optimizations to ensure cost efficiency and performance.
* Implement advanced targeting, retargeting, and audience segmentation strategies to reach prospective students.

Analytics, Tracking & Reporting

* Conduct analytics and tracking audits to ensure accurate data collection and assess effectiveness.
* Provide real-time dashboards and bi-weekly performance reports.
* Deliver semiannual performance evaluations with insights and recommendations.
* Track and report on KPIs such as impressions, clicks, conversions, cost per lead, and cost per enrollment.

Expected Outcomes:

* Increased visibility and awareness of CCA within target audiences.
* Enhanced lead generation and measurable increases in student enrollment.
* Optimized use of CCA’s media budget to achieve strong ROI.
