Scope of Work and Specifications
The objective of the RFP is to contract with a single Supplier to sell, install, maintain and remove advertising on all MCTS diesel buses and up to 422 bus shelters throughout Milwaukee County. The maintenance, repair and replacement of bus shelters will not be a part of this contract. See Appendix D for a list of the current Ad contractor shelters and the list of MCTS bubble top shelters.
On Bus Advertising.
The Supplier will be responsible for selling, installing, maintaining, and removing interior and exterior advertising panels on MCTS’s fleet of diesel buses. Currently MCTS has 318 diesel buses. This bus count will fluctuate based on buses that are needed for training purposes. The BRT electric buses are available for interior advertising only, there will be 14 total BRT electric buses. See Appendix F for the current diesel buses.
Bus Shelter Advertising:
The Supplier will be responsible for selling, installing advertising, maintaining and removing advertisements on the currently available 115 bus shelters. Additionally, MCTS is adding 422 bus shelters (bubble top style shelters) as available spaces through this contract. The list of shelters by location is Appendix D. MTS is not responsible for shelter advertising that gets damaged, the cost of replacement of advertising that is damaged is borne by the Supplier. Note: MCTS runs a separate Bus Shelter Art program on the bubble top style bus shelters for community partners. MCTS does not receive any revenue from this program and is intended to increase neighborhood beautification.
BRT Bus Shelter Advertising:
No advertising will be allowed on the BRT bus shelters throughout this contract.
Additional Spaces. MTS reserves the right to increase or add the spaces available for advertising at any point during the contract.
General Requirements:
A single representative shall be the main point of contact to answer anyinquiries, troubleshoot any problems, resolve any issues and be the general liaison for any business between the MCTS and the Supplier. This representative must be accessible during regular business hours and must provide two reliable telephone numbers and an email address for contact.
The representative shall be approved by MCTS and will meet with the MCTS Marketing and Communications Director within 30 days of the contract execution.
The Supplier shall comply with generally accepted industry standards with respect to good taste and applicable laws, regulations, and other applicable governmental requirements, including but not limited to, truth in advertising, copyrights, and trademarks. The Supplier will be responsible for any production for bus, vehicle, or bus shelter advertising space.
