The St. Louis Agency on Training and Employment (“SLATE”), is soliciting qualifications from

firms (“Proposers” or “Proposer”) able to provide Marketing and Branding Consulting Services

through this Request for Proposal (“RFP”). SLATE invites firms with expertise and demonstrated

experience in formulating and implementing a wide range of marketing, branding, and public

relationsservicesto submit a proposal (“Proposal”). The selected firm(s) (“Contractor”) will assist

SLATE in generating the maximum value while preserving the continuity and integrity of SLATE

and the City of St. Louis’ image. Activities may include a strategic communication plan,

creative/development of SLATE’s brand, advising on various marketing initiatives, community

branding, marketing campaigns, and sponsorship opportunities connected with SLATE events,

public services, and programs (the “Services”).

Proposals submitted in response to this RFP will be evaluated by a selection committee

for completeness and qualifications. SLATE reserves the right, where it may serve its best interest,

to request additional information or clarification or to allow for corrections, errors, or omissions.

All proposals submitted in response to this RFP, and all other information submitted in response

to a request for additional information, become and remain the property of SLATE. Submission

of a proposal indicates acceptance by the Proposer of the conditions contained in this RFP.

SLATE will not, for any reason, reimburse a Proposer for costs and expenses in connection

with responding to this RFP.

2. Background

SLATE, an administrative entity of the City of St. Louis is charged with the task of leading the

City’s employment and training efforts by equipping St. Louis Metropolitan job seekers with the

skills, tools, credentials, and resources needed to be competitive in today’s workforce. SLATE

also offers a variety of human resource assistance to employers in an effort to help them recruit

and maintain talent within their organization. SLATE has numerous programs for both youth and

adults that offer various services which include, but are not limited to: secondary and postsecondary educational credentials, industry recognized certifications, paid training opportunities,

paid work experience, year-round youth jobs, assistance with child support arrears, supportive

services, incentives, case management and wrap around services, mentorship, life skills training,

financial literacy and empowerment, job readiness training, and job search.

The project will be delivered under a 12-month contract term which is may be extended depending

on the availability of additional funding, exceptional performance, and need. The contract period

will be from October 1, 2024 until September 30, 2025.

7. Scope of Work

The scope of work may include the following:

• Collaborate with internal and external partners to promote the organization’s

mission, vision, and projects.

• Manage brand, messaging and overall organizational communications. Work

with SLATE’s staff to coordinate SLATE brand across all communication vehicles.

• Create and implement content marketing strategies through all appropriate channels.

• Serve as a resource for SLATE staff by supporting the ongoing need for new project

messaging and crisis communication management as needed.

• Develop strategic communication to support the SLWDB Local Plan and other projects.

• Develop and implement integrated communications and marketing strategies driven by

data collection, analysis, research and desired outcomes.

• Craft and coordinate marketing campaigns and provide oversight to the creation

of graphics, videos, promotional materials, website content and media relations.

• Manage relationships with vendors and resources across multiple business sectors

to increase reach and impact.

• Develop targeted messages for various marketing platforms.

• Develop a comprehensive profile of our current and potential markets.

• Coordinate creative branding messages for various multifaceted audiences (job seekers,

employers, other City departments, and stakeholders, etc.).

• Develop an accountability plan for implementation and measuring success of the branding


The services required will vary with the specific search involved. Matters outside of the

stated scope may be required and SLATE reserves the right to amend or revise any agreement

entered into for services.

Video and Graphic Related Services

Media Production

• Write, edit and create layouts for district publications, information displays, TV scripts and the organization external web site and Intranet; assist in the production of multimedia presentations.

• Consult with personnel to determine needs; communicates with personnel to maintain customer satisfaction; works closely with executive and marketing staff to ensure brand consistency and marketing materials align with organization mission.

• Maintain integrity of organization brand by monitoring district logo usage.

• Work with community partners and schools on development of marketing materials.

• Take photographs for publications.

• Assist in crafting marketing messages when appropriate.

• Monitor the supply of publications and brochures and notify appropriate personnel of needed reprints or revisions.

• Maintain confidential information appropriately and exercise good judgment when communicating with the public.

• Additional responsibilities as needed.

Graphic Designer

• Design web pages, brochures, logos, signs, books, magazine covers, annual reports, advertisements, and other communication materials.

• Work with other creative team member to produce content.

• Create guidelines for how logos and other branding materials should be displayed and used.

• Help make design choices (e.g. fonts, sizes, colors) for readability of all content for organization use.

• Oversee all graphic design needs and execute design projects from start to finish.

• Lead creative campaign creation and update marketing calendars. Align with PR, social

media, design, and digital marketing.

• Produce drafts for review by clients and make revisions based on the feedback received.

• Review final productions for errors and ensure that final prints reflect client specifications.


• Film videos on location. Assembling raw footage and transferring or uploading to

a computer.

• Assist in pre/post production script/screenplay planning and execution with creative team.

• Plan the shoot with the creative team and the client.

• Edit footage in post-production. Including inputting sound and graphics to enhance

footage. Which may include music and voice-overs.

• Digitally splice film and video and synchronize them into one rough cut file.

• Improve lighting and correct lighting, coloring, and faulty footage.

• Execute final cut of video in format compatible for social media, TV, and monitor display.
