WayneLINC Communication Deliverables”
i. Questions about this RFP will not be answered individually. All answers to
questions received by the date specified above will be posted on SEMCA
website under the “RFP/RFQ” section by July 10, 2024.
ii. Phone calls related to this RFP will not be accepted or addressed. Questions
must be submitted via email as described above.

SECTION 3: SCOPE OF WORK & DELIVERABLES All WayneLINC products developed with the selected vendor will be owned by SEMCA. The partners who contribute content will not have direct access to the products to make changes but will go through SEMCA to do so. Under the supervision of SEMCA staff, the selected contractor will work to accomplish the following WayneLINC communication deliverables. Deliverables for WayneLINC: a. Develop a comprehensive marketing strategy targeting job seekers to promote WayneLINC services. b. Create engaging and informative content that highlights: i. The range of services available through WayneLINC. ii. How and where job seekers can access these services. iii. Eligibility criteria for utilizing WayneLINC services. c. Produce marketing materials tailored to the target audience, such as but not limited to: i. Public Service Announcement (PSA) or video. ii. Brochures/flyers. iii. Articles and images for web/apps. d. Identify and leverage channels where job seekers are most likely to engage, including but not limited to: i. Provider locations. ii. American Job Centers (AJCs). iii. Social media platforms. iv. Relevant websites. e. Make recommendations for media bE. Right to Reject: SEMCA reserves the right to reject any proposals received in response to
this RFP if funding becomes unavailable or other unforeseeable circumstances occur. A
contract for the accepted proposal will be based upon the factors described in this RFP and
may include any or all parts of the proposal.
About SEMCA and WayneLINC:
SEMCA is a public non-profit corporation whose service area encompasses all of Monroe County
and Wayne County, excluding the City of Detroit. SEMCA is a designated Michigan Works Agency
that delivers and/or procures employment, education, and training services from public and private
organizations throughout the region. Most of SEMCA’s programs are funded by the State of
Michigan’s Department of Labor and Economic Opportunity and delivered by SEMCA contractors.
Primary funding is from the federal Workforce Innovation and Opportunity Act (WIOA) that
establishes local partnerships between elected officials and workforce development boards to
oversee effective uses of funding and to provide strategic guidance and coordination of workforce
development services in local labor market areas. SEMCA’s customers include employers and
unemployed or underemployed persons and youth from our designated service area.
WayneLINC is a comprehensive platform offering various services and opportunities to Wayne
County job seekers funded by American Rescue Plan Programs (ARPA). WayneLINC includes four
Scopes of Service:
• Career Navigators provide intake services, coaching, and career planning services.
• The Underrepresented Populations Program helps underrepresented workers gain and
maintain employment by addressing their specific challenges and needs. This includes
veterans, refugees, individuals with disabilities, immigrants, and individuals who were justice
involved.
• The Subsidized Training and Employment Program (STEP) coaches help participants obtain
training, skills, and credentials in key industries while receiving assistance.
• The Return-to-Work Program provides individuals with supportive services to help eliminate
barriers to training and employment.
WayneLINC services will be available at numerous locations across Wayne County, offering over
100 training courses at no cost. These include courses in logistics, welding, construction, and
others.
As we aim to expand our reach and impact, it is essential to effectively communicate the
availability and benefits of WayneLINC to the target audience.
SEMCA and Vendor Roles and Responsibilities
SEMCA responsibilities will include:
• Serve as the primary owner of all marketing products developed.
• Serve as the primary contact and be responsible for decisions made about all marketing
activities.
• Serve as the project manager of all activities conducted – all activities performed by the
selected vendor will be under the direction of SEMCA staff.
• Provide direction for all development and editing needs.
Vendor responsibilities will include:
• Fulfillment of contract terms for the entire scope of work listed in this RFP or for select
project items.
• Participation in work group discussions to further the development of WayneLINC’s brand
and projects. This may include answering questions and providing progress updates.
• Work with the SEMCA team and, at times, other SEMCA partners regarding the project(s).
• Provide training to the SEMCA team regarding use of the products created/maintained.
• Provide monthly reporting to SEMCA, as identified by SEMCA staff.
• Assign a single lead point of contact for the SEMCA account and projects.
