Background and Overview of Desired Services

The Suffolk County Anti-Trafficking Initiative (“SCATI”) is a robust multi-agency task force addressing human trafficking in Suffolk County. Comprising law enforcement, social service providers, non-governmental organizations, faith-based partners, educators, community leaders, and human trafficking survivors, SCATI has provided extensive services, conducted numerous investigations and prosecutions, trained thousands of professionals, and held outreach events. The program aims to strengthen partnerships, create sustainable systems for survivor guidance, expand support for labor trafficking survivors, enhance data sharing, boost community education, and provide peer support to newer task forces.

The Suffolk County Police Department (“the Department”) is dedicated to combating the crime of human trafficking within Suffolk County. The Department is seeking proposals from qualified full-service marketing, public relations, or media agencies to assist us in our efforts. The Department will engage with a Contractor to provide the professional services required to assist the Department with handling all aspects of this campaign, from strategy development through content creation and media placement. The Contractor will also be expected to work directly with survivors of human trafficking, respecting their experiences and ensuring that their voices and perspectives are central to the campaign’s messaging and execution.

Campaign Objectives:

Identify Survivors of Human Trafficking:

  • Raise awareness within the community about the signs of human trafficking and the resources available for those who may be affected.
  • Encourage community members to report suspicious activities and identify potential survivors.

Provide Comprehensive Services to Survivors:

  • Inform survivors about the services offered by community partners, including counseling, legal assistance, housing support, and advocacy.
  • Ensure survivors know how and where to access these services to escape exploitation and rebuild their lives.

Educate and Inform the Community:

  • Develop and disseminate educational materials that explain the realities of human trafficking, focusing on both sexual and labor exploitation.
  • Engage the community through events, social media, and educational sessions to increase overall awareness and involvement.

Support the Prosecution of Traffickers:

  • Encourage the community to report trafficking activities and cooperate with law enforcement.
  • Highlight the importance of legal accountability for traffickers and how community action can support prosecutions.

Minimum Requirements for Technical Services Proposals

Understanding of the Project

The Proposal must include a statement of work that describes the Proposer’s understanding of the Project. The Proposer is expected to discuss its understanding of the proposed “Scope of Work.”

  1. The complexity, challenges, and problems involved in performing the work.
  2. Approach and philosophy for dealing with problems.
  3. Experience dealing with key issues.
  4. Any additional issues or matters relating to the “Scope of Work” which the Proposer wishes to address.

Key Personnel and Staffing

Key personnel identified in the Proposal will be expected to remain assigned to the project for the term of the contract. Requests for a change in key personnel assignments during the term of the contract must be approved in advance, in writing, by the County. The Proposal should also include a discussion that outlines staffing levels/man-hour requirements that should be expected on the County level to support the implementation and day-to-day operation of the project. This information will be a recommendation only for discussion purposes. The Proposer should describe other potential burdens that may be placed on the County with respect to the servicing of the account.

Technical Services Specifications (Detailed Scope of Services)

The selected Contractor will be responsible for the following deliverables:

Campaign Strategy and Planning:

  • Research and Insights: Conduct research to understand the local landscape of human trafficking and identify key audiences for the campaign. The Suffolk County Police Department will provide relevant data and insights to support this effort.
  • Strategic Planning: Develop a comprehensive campaign strategy that aligns with the four campaign objectives, incorporating Artificial Initelligence (“AI”) -driven tools to enhance targeting and engagement.
  • Media Planning: Create a media plan that includes traditional and digital channels, ensuring optimal reach and engagement. The plan should leverage AI to optimize ad placements, enhance language accessibility, and maximize the efficiency of the media spend.

Content Creation:

  • Video PSAs: Produce high-quality video public service announcements (“PSAs”) that address each of the campaign objectives. These should be suitable for TV, social media, and digital platforms.
  • Print Materials: Design and produce print materials, such as posters, pamphlets, and brochures, that provide educational content and information on available services.
  • Social Media Content: Develop a series of social media posts, graphics, and stories tailored for platforms like Facebook, Instagram, and Twitter, aimed at raising awareness and encouraging community action. Utilize AI tools for content creation, audience targeting, and advanced language translation to enhance engagement across diverse linguistic communities.
  • Infographics: Create visually compelling infographics that simplify complex information related to human trafficking and the services available to survivors.
  • Podcast/Radio Segments: Produce a series of audio segments, including interviews with experts and survivors, for dissemination via podcasts and radio.

Website and Digital Content: Create or enhance digital content for use on websites, including landing pages, blog posts, and downloadable resources, with AI-optimized Search Engine Optimization (“SEO”) strategies and multilingual content powered by AI translation.

Campaign Execution:

  • Media Buying and Placement: Execute the media plan, including purchasing ad space on traditional (TV, radio, print) and digital (social media, websites) platforms. The Contractor will also be responsible for securing ad placements in high-impact locations such as the Metropolitan Transportation Authority (“MTA”), buses, hospitals, shopping malls, and other areas identified as having the potential for the highest return on investment (“ROI”). Utilize AI-driven media buying platforms to optimize these ad placements and maximize overall campaign effectiveness.
  • Community Engagement Events: Plan and promote virtual or in-person community engagement events that focus on education, awareness, and direct interaction with stakeholders.
  • Public Relations: Develop and distribute press releases and manage media relations to ensure coverage of the campaign and related events.
  • Stakeholder Collaboration: Work closely with community partners and the Suffolk County Police Department to ensure the campaign is aligned with their goals and leverages their networks. The Contractor should also be prepared to work closely with survivors of human trafficking, respecting their experiences and ensuring their voices guide the campaign’s direction.

Monitoring and Evaluation:

  • Performance Tracking: Implement AI-powered tracking tools and analytics to measure the effectiveness of the campaign across all channels.
  • Impact Reporting: Provide regular reports on campaign performance, including metrics such as reach, engagement, and outcomes related to survivor identification, service access, and community education.
  • Optimization: Based on performance data, recommend and implement adjustments to the campaign strategy to maximize impact.

Final Reporting and Presentation:

  • Comprehensive Report: Prepare a final report detailing the campaign’s overall impact, key successes, challenges, and lessons learned. All written reports, advertisements and promotional material will also be made available to the Department in electronic format.
  • Presentation: Present findings to the Suffolk County Police Department and other key stakeholders.
