Scope: The selected contractor will provide comprehensive management services for the Pacifica Tourism Marketing District (PTMD). The purpose of these services is to increase awareness and demand for room night sales by promoting assessed lodging businesses within the PTMD boundaries through efficient administration, stakeholder engagement, and program execution in alignment with the PTMD Management District Plan (MDP).

Key Responsibilities

A. Administrative Management and Governance

• Serve as the Owner’s Association for the PTMD, as defined in the Property and Business Improvement Law of 1994.

• Manage day-to-day operations of the PTMD.

• Prepare and present regular progress reports, annual reports, and financial statements.

• Review the MDP to become knowledgeable of the scope and depth of permissible programs and services. • Ensure compliance with all applicable laws, regulations, and contractual obligations.

• Coordinate and support the formation of a PTMD Committee, comprised of Pacifica lodging representatives, which shall determine how PTMD funds are spent, within the designated programs in the MDP.

• Schedule PTMD Committee meetings, prepare and distribute agendas, meeting minutes, and reports in compliance with legal requirements.

• Maintain records and ensure regulatory compliance.

B. Corporate Organizational Support

o Coordinate and attend all PTMD Committee meetings.

o Prepare and post PTMD Committee meeting agendas in compliance with the Brown Act.

o Maintain corporate meeting records and oversee Board elections.

o Prepare annual and quarterly reports for the City of Pacifica.

o Acquire necessary insurance coverage.

o Maintain all corporate meeting records consistent with the Brown Act and City of Pacifica provisions. o Keep a roster of attendance for all PTMD Committee members.

o Research and develop grant opportunities.

C. Financial Management

Develop and manage the annual budget based on Board direction.

o Oversee assessments, expenditures, financial reporting and ensure fiscal responsibility and transparency.

o Ensure timely audits and financial filings.

o Prepare quarterly financial reports and assist with tax compliance.

o Prepare and monitor annual budgets for the City Annual reports.

o Work with accountant or CPA for compliance with federal and state tax filings.

A. Program and Service Implementation

• Plan and implement services and programs in accordance with the PTMD’s MDP and strategic plan and goals.

• Oversee service contracts.

• Develop and execute marketing and outreach initiatives.

• Monitor service delivery alignment with District goals.

• Manage contracts for services such as marketing, and beautification.

• Monitor performance metrics and ensure quality control of all services provided.

D. Stakeholder Engagement

• Serve as the primary liaison for the PTMD to assessed business owners.

• Conduct outreach to gather feedback.

• Develop and execute communication strategies including newsletters, websites, social media, and public meetings.

• Foster partnerships with local government, community groups, and other stakeholders.

E. Strategic Planning, Reporting and Compliance

o Submit required reports to the City of Pacifica.

o Provide performance updates to the PTMD Committee.

o Ensure compliance with the Brown Act.

o Provide leadership in updating and executing the PTMD’s strategic plan.

o Analyze economic and demographic trends within the district.

o Track and report on outcomes and impact of PTMD initiatives.

F. Website and Communications

• Maintain the Visit Pacifica website, social media and communications.

• Respond to constituent concerns promptly.

G. Marketing and Economic Development

o Promote Pacifica as a tourist destination to increase demand for overnight stays for assessed lodging businesses.

o Coordinate events, promotions, and marketing campaigns to enhance visibility and foot traffic and increase demand for overnight stays for assessed lodging businesses.
