UNDP in Bosnia and Herzegovina (BIH) Issues Public Relations RFP

The objective of this assignment is to provide communications and public relations support in line with defined scope of work. The envisioned support has a strong human interest aspects – captured throughout all planned PR materials.

Background:

The consultancy is planned within the Diaspora for Development (D4D) Project (2016-2020), a joint initiative by the Ministry of Human Rights and Refugees of BIH, the Government of Switzerland, UNDP and IOM. Official estimates show that the total number of people originating from BIH in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. The Project aims to increase socio-economic opportunities and 82 perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. The overall goal of the D4D Project will be attained through achieving three specific outcomes:

  • BIH Ministry of Human Rights and Refugees and BIH Ministry of Foreign Affairs, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organizations.
  • Local governments align their development strategies to the diaspora policy framework at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
  • Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.

Scope of Work:

Communications and public relations support will focus on providing services related to producing videos, writing press releases and articles, creating photo essays human interest stories and promoting success cases, including scenario development, coordinating/brokering media appearances, and providing general PR support targeting domestic and international/diaspora media outlets, electronic, print and online. Under the guidance of D4D Project Manager and UNDP Communications Officer, the selected service provider will proactively work on ensuring high quality visibility for key stakeholders (partners) within D4D Project. In addition to this, the selected service provider is expected to advise on most appropriate modalities of PR support for a given activity/event, in line with existing project PR plan.

LIST OF TASKS:

Task 1 – Video production:

The selected service provider will produce up to 3 short videos (locations: Sarajevo, Prijedor, tbd.), up to five minutes in length each for external communications through social media and online portals, according to the Project communications guidelines. Short stories will be filmed within BiH (the project team will define locations together with the selected service provider depending on the final themes selected). The selected company should include cameraman, journalist/copywriter, video editor.

  • Develop a pre-production, production and post-production phase plan, including story scenarios,
  • Subtitles in English,
  • Field visit with filming.

Task 2 – Photo essays:

Selected service provider will create up to 2 photo stories/human interest stories. Stories captured in the field within BiH (the project team will define locations together with the selected service provider depending on the final themes selected). The selected service provider should include photo-journalist.

  • Developing short storyline,
  • Field visit with photojournalist,
  • Selection of key photographs for the story,
  • Creating photo essays on a proposed platform, such as Exposure.

Task 3 – PR and media relations support:

Selected service provider will create up to 2 photo stories/human interest stories. Stories captured in the field within BiH (the project team will define locations together with the selected service provider depending on the final themes selected). The selected service provider should include photo-journalist.
