PURPOSE

A.                  The intent and purpose of this Request for Proposals (RFP) is to solicitproposals from qualified firms to establish a multi year contract for a Multimediaand Sponsorship Rights program that offers opportunities at all levels including, butnot limited to, Television, Radio, Signage, Digital Media, PromotionalOpportunities, Name Image and Likeness (NIL).

B.                  Term: The initial contract term is to be five (5) year(s), with the option of up to one (1) five- year renewals or as negotiated, to be exercised upon mutual signedagreement by authorized representatives of both parties.

C.                   COOPERATIVE PROCUREMENT: It is the intent of this solicitation andresulting contract(s) to allow for cooperative procurement at the Contractor’s discretion. Accordingly, any public body, public or private health, oreducational institution, or lead-issuing institution’s affiliated foundations mayparticipate in any resulting contract(s) if authorized by the Contractor.

D.                  OPTIONAL-USE CONTRACT: The resulting contract(s) will be an optional usecontract. VCU is in no way required to make purchases from the Contractor andmay in its sole discretion purchase  the  identical  and/or  similar goods/services  from  other  sources.   Any estimates/quantities contained herein do not represent a purchase commitment by VCU.

II. THE UNIVERSITY

Located on two downtown campuses in Richmond, VCU enrolls more than 31,000students in 217 certificate and degree programs in the arts, sciences and humanities.Thirty-eight of the programs are unique in Virginia, and VCU is one of just 28 publicuniversities nationwide with an academic medical center to receive Carnegie Foundationdesignations of “Highest Research Activity” and “Community Engaged.” As one of thenation’s top research universities, VCU attracts more than $360 million a year in sponsoredresearch funding.

The VCU Health brand represents the health sciences schools of VCU, the VCU MasseyCancer Center and the VCU Health System, which comprises VCU Medical Center (theonly academic medical center and Level I trauma center in the region), CommunityMemorial Hospital, Children’s Hospital of Richmond at VCU and MCV Physicians (apractice of more than 750 physicians).

The university and its medical center are the largest-single employer in the Richmondarea, with more than 22,000 employees, including more than 2,000 full-time instructionalfaculty — many of them nationally and internationally recognized in their fields. VCU’s total economic impact on Virginia is nearly $6 billion, with more than $3 billionin annual spending that supports more than 63,000 jobs.

VCU’s 17 varsity sports compete at the NCAA Division I level as members of theAtlantic 10 Conference. In recent years, VCU has participated in NCAA Tournamentsin men’s and women’s basketball, baseball, golf, men’s soccer and men’s and women’stennis, including the VCU men’s basketball team’s run to the Final Four in 2011, the A10championship wins in 2021 by women’s field hockey, men’s tennis, women’s tennis and women’s track and field.

To further this commitment, VCU has established a goal of 45% SWaM expenditures, which includes a15% aspirational goal for expenditures with women- and minority-owned businesses.The most competitive suppliers will have SWaM utilization plans that support VCU’ssupplier diversity commitment.  Details of the University’s supplier diversity goals andexpectations are described more specifically in the Vice President and Vice Provost’sRequest for Commitment (Appendix I).

III.               BACKGROUND

A.                  VCU Athletics Mission is to win Conference and National championships, providea first-class student-athlete experience, serve as a source of pride for the University and community and cultivate graduates who excel as leaders.

B.                  VCU is a Division 1 AAA member of the Atlantic 10 Conference that sponsors 17varsity sports and supports over 300 student-athletes.

C.                   Since joining the Atlantic 10 in 2012-13, VCU has won 49 ConferenceChampionships. The VCU Men’s Basketball program has qualified for the NCAA Tournament 10 times since 2011 and appeared in the Final Four in 2011.

D.                  Our programs compete at the following facilities in Richmond.

1.                   Siegel Center – Men’s and Women’s Basketball, Volleyball

2.                   Cary Street Field – Field Hockey and Lacrosse

3.                   Sports Backers Stadium – Men’s and Women’s Soccer, Track & Field

4.                   The Diamond – Baseball

5.                   Thalhimer Tennis Center – Men’s and Women’s Tennis

E.                   VCU is a nationally recognized brand with a history of success.

IV.                STATEMENT OF NEEDS

This Section describes VCU’s requested goods and/or services and the areas to beaddressed in Offeror’s Proposal.  Please note that the utilization of the words “shall”or “must” indicates a mandatory requirement.

A.                  All potential licensees should be experienced in soliciting and negotiatingcomprehensive communications, marketing, media and sponsorship strategies.

B.                  Each prospective licensee is encouraged to provide new inventory ideas,suggestions, and recommendations in its RFP submission.

C.                   The prospective licensee will partner with the Department of Athletics to achieve the goals of the department.

V.                  THE REQUEST FOR PROPOSALS PROCESS – GENERAL

A.                  Written Proposals: To properly respond to this Request for Proposals, Offerors arerequired to prepare a written proposal in the format described below.
