MARKETING RFP ISSUED BY CITY OF PALM SPRINGS

The City of Palm Springs is requesting proposals from qualified firms to provide the City with marketing and communications plan services for the Palm Springs International Airport (hereinafter the “Project”). The selected firm will be expected to provide the required services to guide PSP’s marketing and communication efforts for the next three years to reach local passenger and stakeholder audiences within PSP’s catchment area.

Background:

The City of Palm Springs is seeking proposals from a qualified consultant to work with the Deputy Director of Aviation, Marketing and Air Service for the development of a Marketing and Communications Plan for Palm Springs International Airport. The written plan should be developed to guide PSP’s marketing and communication efforts for the next three years to reach local passenger and stakeholder audiences within PSP’s catchment area.

Scope of Work:

Generally, the scope of work consists of, but is not limited to work with the Deputy Director of Aviation, Marketing and Air Service for the development of a Marketing and Communications Plan for Palm Springs International Airport. The fully developed long term marketing and communication plan should include, but is not limited to:

v Situational Analysis of current and past marketing, branding, and advertising efforts.

v Identification and definition of passenger and internal and external stakeholder

v Audiences with emphasis on those that reside within PSP’s catchment area.

v Identification and definition of strategic marketing objectives and goals to reach the defined audiences within PSP’s catchment area.

v Messaging Strategy for television, radio, print, digital, social, etc. to reach the defined audiences within PSP’s catchment area

v Define Channels and Tactics to implement various messaging strategies on earned, owned, and paid media to provide the best value to deliver PSP’s message.

v Define timelines and checklists to prioritize tasks to meet defined objectives and goals.

v Define metrics to measure the success of advertising campaigns and efforts to meet defined objectives and goals.

4. PROPOSAL REQUIREMENTS: 

The firm’s proposal should describe the methodology to be used to accomplish each of the project tasks. The proposal should also describe the work which shall be necessary in order to satisfactorily complete the task requirements. Please note: this RFP cannot identify each specific, individual task required to successfully and completely implement this project. The City of Palm Springs relies on the professionalism and competence of the selected firm to be knowledgeable of the general areas identified in the scope of work and to include in its proposal all required tasks and subtasks, personnel commitments, man-hours, direct and indirect costs, etc. The City of Palm Springs will not approve addenda to the selected firm’s agreement which do not involve a substantial change from the general scope of work identified in this RFP.
