NMIMT is a state-supported, coeducational institution offering undergraduate and graduate degrees in science, engineering, and technology related fields. The campus is located in the central Rio Grande valley city of Socorro, New Mexico, south of Albuquerque. The City of Socorro has a population of 9,000. NMIMT has a student population of approximately 2,000 and a staff/faculty population of 1000.

NMIMT is a world leader in many areas of research, including hydrology, astrophysics, atmospheric physics, geophysics, homeland security, information technology, geosciences, energetic materials engineering, and petroleum recovery. The main campus is 101 acres of administrative and academic buildings, residence halls, and research facilities. The remainder of the campus is 1,888 acres. For over two decades, NMIMIT has maintained a longstanding relationship with the Air Force Research Laboratory’s (AFRL) Directed Energy and Space Vehicles Directorates, located on Kirtland AFB in Albuquerque, New Mexico (http://www.afrlnewmexico.com/). This relationship is made possible by a Partnership Intermediary Agreement (PIA) between NMIMT and AFRL. The NMIMT T2 Collaborative Office serves as the primary point of contact and project management under the terms of the agreement with AFRL. Specifically, the PIA enables NMIMT to develop and implement promotion and marketing support strategies that advance AFRL innovation and highlight collaborative activities with industry, academia, and other partners in accordance with applicable laws, directives and instructions.

Scope of Work:

Statement of Work: The contractor will render the following professional services to NMIMT and will assist the Executive Director of the T2 Collaborative Office with the development of the following goods and execution of services in support of AFWERX marketing and communications:

Strategic Planning – Services

Provide strategic planning and support in the development of AFWERX marketing and communication campaigns

                – Assist in developing action plans and action items that align with strategic goals and existing AFWERX marketing plans

                – Define necessary methods and/or products to meet specific deadlines to support AFWERX capability areas’ diverse needs

                – Deliver technical assistance and support in the identification of marketing and communication priorities and develop programs to address needs to ensure consistent branding and image

Employ project management skills to implement comprehensive communication plans and strategies on behalf of AFWERX initiatives

                – Represent AFWERX capabilities and value to key audiences to establish trust and understanding, generate engagement, develop relationships

                – Assist in developing and maintaining the content management process to track corporate  marketing efforts across hubs and capability areas

                – Conduct and access market research that provides insight into how to effectively communicate with specific target audiences and key stakeholders

Compile and analyze market data to measure the success of AFWERX marketing campaigns and communication efforts

                – Develop a report on marketing efforts, audience engagement, and media mentions and trends that inform decision-makers for future message efforts and effectiveness

                – Create formal/regular reporting metrics; provide a holistic perspective that includes social media, publicity, advertising, press, and events to compile a reach and response picture 11

15.3.1 Photography & Videography – Services & Products

Develop photographic and/or videographic content for AFWERX, including but not limited to still graphics design, motion graphics design, animation design, full life cycle production (from filming to editing the final product)

                – Photographic and/or videographic content expectations include:

                – Products are to be shot in an all-digital format

                – Timely delivery is expected to be made in large format, high resolution digital files, either on an FTP site or by disc

Specific project assignments may include, but not are not limited to:

                – News style or candid photography

                – Event photography

                – Business portrait photography

                – Landscape photography

                – Other high-end photography for annual reports and other publications

                – Aerial photography

                – Promotional, educational, social video projects

                – Motion graphics

                – Video voice over

                – Aerial footage

                – Video editing

                – Storyboarding and script writing

                – Research

15.4.1 Technical Writing – Support Services

Research information for and write or revise text for print and/or digital publications, including gathering and sorting source and background materials; consultation with various AFWERX personnel to clarify details of source materials; provide statistical analysis of data as required to develop draft and/or final work products for:

                – Government communiqués

                – Informative, instructional or promotional articles

                – Newsletters

                – Electronic database publications

                – Media guides, or similar materials of a technical nature

                – Blog posts

                – Press releases

                – Air Force news stories

                – Interview questions and responses

                – Speeches

Using AFWERX branding standards, design, create and distribute strategic communications using a variety of platforms such as:

                – Direct response emails

                – Informational emails

                – Drip campaigns

                – Ad campaigns

                – Newsletters

                – Websites

                – Blogs

                – Social media posts

15.5.1 Promotional Materials – Services & Products

Using AFWERX branding standards, design, produce and deliver promotional products for events, meetings, and other engagements with industry, academia, and other non-traditional contributors

Product and service expectations:

                – Ability to provide all relevant ordering information including, but not limited to: lead or production time status, catalog & annual pricing, product dimensions, imprint area and   methods, weight, packaging placement, and shipping

                – Provide a new product catalog or price list annually to the NMIMT T2 Collaborative Office

                – Identification of the contractor’s point of contact to serve as a liaison to the NMIMT T2 Collaborative Office 12

                – Provide a sample of all requested items prior to order placement

                – Arrange for team members to review and approve a physical “proof” for new items

                – Design branded promotional items with approved logos and provide a visualization of product with logo

                – Maintain logos for quick and frequent re-orders, as well to change product and logo color options as required

                – Ability to send and receive artwork electronically for delivery to suppliers, manufacturer, and/or distributors.

                – Issue standard invoicing to NMIMT Accounts Payable Office and a copy to T2 Collaborative        Office with appropriate details which must include business name/address, invoice number, purchase order number, quantities, product descriptions, and shipment details

                – Provide NMIMT T2 Collaborative Office with anticipated minimum quantity for purchases, as   well as options for ordering other quantities based on need

                – Coordinate and place orders with suppliers, manufacturers or distributors of products to ensure delivery of goods by agreed-upon deadlines
