The Idaho Soil & Water Conservation Commission (ISWCC), through the Idaho Division of Purchasing (DOP), is seeking quotes from qualified firms to provide media and public information services.

Background:

ISWCC facilitates locally led agricultural stewardship on private lands. We facilitate coordinated non-regulatory, voluntary, and locally-led conservation by federal, state, and local governments including Idaho’s conservation districts and other partners to conserve, sustain, improve, and enhance soil, water, air, plant, and animal resources.

Scope of Work:

The Idaho Soil & Water Conservation Commission (ISWCC) is seeking a qualified and experienced Contractor to provide media and public information services. The Contractor will assist the ISWCC in creating media that will educate and inform the public, decision makers, partners and other stakeholders about voluntary conservation activities primarily in the State of Idaho, but may include other geographic locations that implement innovative or noteworthy conservation practices. The ISWCC is initiating this RFQ to solicit quotes from consultants interested in fulfilling media and public information services as outlined by the ISWCC. The selected consultant will work closely with ISWCC staff to develop a PR plan that meets objectives described in ISWCC’s strategic plan. https://swc.idaho.gov/media/1105/final-iswcc-fy-2018-2021-strategic-plan.pdf.

Goals:

The Contractor will work in partnership with the ISWCC. The project goals are to:

  1. Create content for the ISWCC’s monthly newsletter about voluntary conservation activities of ISWCC and districts,
  2. Create an annual quality, high-definition video showcasing conservation projects or as directed by the ISWCC,
  3. Create unique content for media and messaging of the ISWCC.

General Requirements:

Contractor will be responsible for contacting new media, writers, journalists, etc. Contractor must create and present ideas for media including: television, radio, Internet and print. All concepts must be approved by the ISWCC prior to implementation. The cost of creative presentations materials and/or storyboards will be the responsibility of Contractor and must be included in the fully burdened rates quoted on the Cost Sheet. Contractor and ISWCC will confer on a regular basis to review, plan and approve all materials. The materials developed or produced for the ISWCC are works made for hire; and will become the property of the ISWCC.

Year One Projects:

For each of the following projects, the Contractor must perform tasks that may include:

  • Creation of project materials
  • Creation of press kit
  • Writing, proofreading, and editing news releases for content and clarity

Monthly Newsletter Articles:

One of ISWCC’s goals/objectives outlined in the FY2018-2021 Strategic Plan is to build support for voluntary conservation and to provide and implement outreach and communication to educate and inform the public, decision makers, partners and other stakeholders. To accomplish this goal, the ISWCC publishes a monthly newsletter about voluntary conservation activities of the ISWCC and districts, which is distributed to approximately 675 newsletter subscribers. The  Contractor will work with ISWCC and shall provide relevant, timely articles that showcase ISWCC activities and topics of interest to subscribers. The article(s) must be approximately three (3) pages in length, accurate, grammatically and typographically correct, include photos and graphics as appropriate, and aligned with the ISWCC’s strategic plan and mission.

Conservation the Idaho Way Video:

Another project that ISWCC has determined will assist in meeting their goal to build support for voluntary conservation is a 7-9 minute Conservation the Idaho Way video about ISWCC and district accomplishments. ISWCC will conceptualize and the Contractor must create and produce a quality, high-definition short video that showcases conservation projects or includes topics and features as directed by the ISWCC. Content must be clear, accurate, grammatically and         typographically correct, and aligned with the ISWCC’s strategic plan and mission.
