Background
Highway 252 connects the Ceilidh Trail in Mabou (Highway 19) with Highway 105 in Whycocomagh
and is home to a growing number of creative businesses and experiences. Live music venues like
the Hillsborough Hall and famed Monday Night Square Dances in Brook Village, Six Little Farmers
Petting Farm and Corn Maze, Mull River Farm & Nature Centre, Skye Glen Creamery, Celtic Shores
Coastal Trailhead a destination trail for cyclists, Brook Village Recreation Association/Tulloch Field,
and Brook Village Grocery among many others. These businesses and experiences are changing
local culture and bringing attention to sustainability, live music, innovation, and are collaborating to
offering programming that supports shared clientele and experiences.
Representatives from numerous community organizations and committees have come together
with the Municipality of the County of Inverness to position, market, brand, and package lure and
attraction materials to better support the creativities of this area and allow people to reexperience
their communities while encouraging new and repeat visitation.
Scope of Work
This Request for Proposals (“RFP”) is an invitation by the Municipality of the County of Inverness,
(the “Municipality”) in partnership with community organizations along Highway 252 to submit a
proposal for the provision of a Brand, Signage, Marketing & Placemaking Plan for the communities
along Highway 252.
In particular, the Municipality and community partners are seeking a proposal from qualified
consultants and/or consultant teams for the provision of the following services and deliverables set
out below:
• Conduct research on signage and branding for similar communities outside of Inverness
County as well as neighbouring communities within Inverness County. Through this
research, generate ideas to assist in the creation of a brand, signage and placemaking
suggestions that are marketable and embodies the communities, businesses and offerings
along Highway offering a competitive edge and versatility.
• Facilitate engagement with the Destination 252 committee.
• Identify branding and positioning concepts and strategies that promise to achieve the
desired impacts, recognition, and response.
• Development of an effective brand, signage, placemaking and marketing materials
including gateway and directional signage for Highway 252 and its experiences.
• Development of social media package including a variety of editable post templates and
graphics to be used on Destination 252 pages and marketing materials.
• Identify creative and interactive placemaking initiatives to improve resident and visitor
experiences and reinforce brand and positioning.

• Provide linkages between design and constructability meaning what is designed must be able to be fabricated within reason using available products, materials, and commonly used construction methods.
• A draft capital budget prepared that outlines estimate of capital project costs.
