Fredrick County, Maryland Health Department Issues Marketing RFP

Fredrick County Health Department has issued a marketing RFP. They seek someone to assist in a variety of media campaigns for behavioral health initiatives in Frederick County, Maryland. The Contractor selected will advise on content and design of material; prepare the advertising/marketing product; identify an appropriate media for the advertising; place to buy; and handle the billing.

The misuse and abuse of alcohol, over-the-counter medications, illicit drugs, and tobacco affect the health and well-being of millions of Americans. According to Substance Abuse and Mental Health Services Administration’s (SAMHSA) National Survey on Drug Use and Health (NSDUH) – 2014, about two-thirds (66.6%) of people aged 12 or older reported in 2014 that they drank alcohol in the past 12 months, with 6.4% meeting criteria for an alcohol use disorder.

Also among Americans aged 12 or older, the use of illicit drugs has increased over the last decade from 8.3% of the population using illicit drugs in the past month in 2002 to 10.2% (27 million people) in 2014. Of those, 7.1 million people met criteria for an illicit drug use disorder in the past year.

The misuse of prescription drugs is second only to marijuana as the nation’s most common drug problem after alcohol and tobacco, leading to troubling increases in opioid overdoses in the past decade.  An estimated 25.2% (66.9 million) of Americans aged 12 or older were current users of a tobacco product. While tobacco use has declined since 2002 for the general population, this has not been the case for people with serious mental illness where tobacco use remains a major cause of morbidity and early death.

Frederick County, Maryland is seeking proposals from qualified firms for the provision of marketing services.

Tasks include: Conceptualize, develop, produce, implement, and evaluate a marketing strategy specific to various behavioral health initiatives identified by State of Maryland grants; Prepare and place customized print for distribution for the campaign; Ensure advertising content is consistent with FCHD’s standards and expectations, including timelines; Provide recommendations for the development and placement of advertising based on market analysis, industry standards, departmental budgets, and consultation with recruitment unit staff;Conduct research and market analysis to provide information about target audiences and most effective media placement to reach identified audiences; and Have knowledge of the community and be able to give meaningful consultations as to actions, no action, or taking different action regarding any proposed campaign.

The FCHD may require marketing / social media services to communicate with the public about such topics including treatment and recovery services, prevention efforts, and public health messages related to alcohol, tobacco, and other drug use.
