Office of Management Services Issues Advertising RFP

OHCA is seeking advertising and marketing services for the Living Choice Program/Money Follows the Person, using multiple media outlets in print media, radio, digital media, social media and outreach venues, that markets all ethnicities, with emphasis on the Native American Communities to support tribal programs throughout the State of Oklahoma to include, but not limited to, Oklahoma City, Tulsa, Lawton/Ft. Sill, and surrounding areas.

Background:

The Money Follows the Person (MFP) Rebalancing Demonstration Grant helps states rebalance their Medicaid long-term care systems. Over 75,151 people with chronic conditions and disabilities have transitioned from institutions back into the community through MFP programs as of December 2016. The Affordable Care Act of 2010 strengthened and expanded the MFP program allowing more states to apply. There are currently forty-three states and the District of Columbia participating in the demonstration.

Scope of Work:

Newspaper ads shall run weekly.

Vendor will design the newspaper ads in full color and send to the designated contact person at OHCA for approval before the ad is posted. There should be a half-page ad run in full color on the front page once, weekly, but not on the same day. The ad does not have to change every week, the same ad can be posted each week. Each vendor shall include a banner/link to OHCA’s Living Choice page on their Website.

The ads shall be posted in the following newspapers:

·         The Daily Oklahoman

·         Tulsa World

·         Norman Transcript

·         La-Samana

·         Black Chronicle

·         Lawton Constitution

·         Broken Arrow

·         Radio advertising shall run daily.

·         Minimum of thirty (30) to fifty (50) second spots to air daily in the, AM, Midday, PM and evening time slots.

·         OHCA will assign a contact person who will notify the vendor what will be discussed or advertised.

·         There shall be one (1) live interview monthly, on the air with a member during the contract period.

·         The disc jockey at the radio station can conduct interviews, there is no need to hire a voiceactor.

·         Vendor shall include a banner/link to OHCA’s Living Choice page on their website.

Social Media

·         There shall be two (2) monthly postings on each vendor’s Facebook and Twitter accounts.

·         Participation in Promotional Opportunities (Dates will be coordinated after award)

·         Annual “Cowboys of Color Rodeo” – OHCA participates by operating a booth yearly.

·         Annual “Women of Color Expo” – OHCA participates by operating a booth yearly.

·         Minimization of Errors in Publications

·         For any advertisement published with errors due to vendor error, the ad shall be re-run the next available opportunity at no cost to OHCA.

·         For advertisements published with errors or changes due to OHCA error, the ad shall be rerun as a new advertisement with costs billed OHCA.

Communication with OHCA

·         Successful vendor shall notify OHCA when ads will be posted and notify the designated staff member if a delay is foreseen.

·         Vendor shall give forty-eight (48) hour notice.

·         Vendor must keep the OHCA advised at all times of status of work.

·         Default in promised delivery (without accepted reasons) or failure to meet specifications, authorizes OHCA to purchase services elsewhere.
