The scope of work is focused on the development and execution of an advertising campaign to result in a reach that maximizes the impressions to the targeted audience on North Carolina insurance consumers. The commercial development will reflect the required messaging of consumer access to the Department’s assistance relating to preventive and mental health insurance benefits. The televised campaign will air in the requested markets and include prior commercials owned by the Department. The digital campaign will be conducted to maximize consumer impressions within the allowed budget.

Background:

Answering questions, helps locate lost life insurance policies and assists consumers with understanding their rights in regards to their insurance coverage including their mental health and preventive insurance benefits. The Consumer Services Division offers free assistance to consumers who are having difficulty with using their insurance benefits and many consumers, statewide, are unaware of this assistance that is available to them. The Consumer Services Division received federal grant funding to further enhance the regulation of certain Affordable Care Act provisions, specifically preventive benefits and parity in mental health and substance use treatment disorder benefits. Consumers who have concerns about accessing these benefits can alert the Department’s Consumer Services Division for handling of their health insurance complaints. 

The Department believes that increasing consumers awareness of these benefits and the availability of the Department to assist can be enhanced through televised and digital media advertising. With an established budget of $175,000, the Department seeks proposals from qualified Vendors with experience and technical expertise to 1) produce one 30 second commercial and 2) televise that commercial in addition to one or more previously produced commercials owned by the Department, running a televised and digital advertising campaign. It is the desire of the Department that commercials run in the following areas: 1) Charlotte/Gastonia/Rock Hill, 2) Greensboro/High Point/Winston Salem, 3) Asheville, 4) Raleigh/Durham/Fayetteville, 5) Greenville/New Bern/Washington, 6) Wilmington, 7) Norfolk/Outer Banks, 8) Scotland and 9) Robeson county markets. Proposals shall be submitted in accordance with the terms and conditions of this RFP and any addenda issued hereto.
