COMMUNICATIONS RFP ISSUED BY TEACHERS’ RETIREMENT SYSTEM OF OKLAHOMA
The Teachers’ Retirement System of Oklahoma (TRS) is seeking proposals from qualified firms to provide a wide range of communications services to include the set up for publications, advice on creating and suggesting copy for and/or management of a website, production of online education videos, advice and/or creation of press releases, and any services related to TRS’ external communication efforts. To accomplish this, TRS seeks to establish a relationship with a firm that has a proven track record of: developing communications strategies for a government agency, building social media platforms, website development or improvement and increasing traffic to such sites, the creation of written educational content, and working with state and local media outlets.
Background:
The Teachers’ Retirement System of Oklahoma (TRS) was created by an act of the Oklahoma Legislature in 1943 after citizens amended the state constitution allowing the creation of a public retirement program for educators. TRS is established as set forth in 70 O.S. § 17-101 et seq. and placed under the management of the Board of Trustees for the purpose of providing retirement allowances and other benefits for teachers of the State of Oklahoma. The Board of Trustees of the Teachers’ Retirement System of Oklahoma (TRS) is charged with the investment of approximately $17.0 billion in retirement funds for education employees. The Board of Trustees and TRS staff oversee the administration of the System to ensure adequate funds are maintained to meet the financial obligations of the entire membership. In directing investments of TRS funds, the Board seeks to maximize gains, minimize losses, and protect the fund. TRS has a budgeted staff of 40 employees. The Executive Director is the chief administrative officer of the agency.
Scope of Work:
D.1. Services Requested. The Teachers’ Retirement System of Oklahoma is issuing this request for proposals to identify a qualified firm to develop a comprehensive communications plan. These services include:
D.1.1. Implementing the social media plan from the date of award for a 12-month period;
D.1.2. Provide direction for best practices as needed to develop TRS’s social media network into a productive, informative tool to target audiences that include but are not limited to: state school districts, legislators, higher education, career-tech, members, general public and business communities across the state;
D.1.3. Monitoring of TRS social media page/channels and meeting with staff as needed to discuss content and promotions;
D.1.4. Increase traffic to all TRS social media channels and electronic publications;
D.1.5. Post information to social media as it becomes available, sometimes after normal business hours;
D.1.6. Design and help produce two newsletters each year with content provided by TRS staff and from other sources, as well as assistance with the annual “Popular Annual Financial Report (PAFR) that goes out as an insert in one of the two newsletters;
D.1.7. Overhaul TRS website and content with assistance of TRS staff;
D.1.8. Assist with the production of educational presentations with the TRS staff for publication on the TRS website.
D.1.9. Assist with the drafting and dissemination of media releases as necessary.
