Scope: The Lehigh and Northampton Transportation Authority (LANTA) is seeking proposals from qualified vendors with requisite experience to provide advertising sales and installation services on transit vehicles and bus stop amenities. This is a five (5) year contract with three (3) one (1) year options.

Introduction

LANTA administers public fixed route and paratransit services within Lehigh, Northampton, and Carbon Counties, Pennsylvania.

LANTA operates 102 buses and 109 paratransit vans. The 102 buses are assigned to the fixed route system ranging in size from 35 feet to 40 feet. The 109 paratransit buses are 12 passenger mini-bus vehicles used in Lehigh, Northampton, and Carbon Counties. LANTA owns an inventory of 110 bus stop shelters throughout Lehigh and Northampton Counties. LANTA also operates three transit centers in downtown Allentown, Bethlehem, and Easton, PA where opportunities exist for advertising.

General tasks include the following:

* Marketing and Sales

PROPOSER will be required to perform complete advertising servicing and sales

functions including, but not limited to:

a. PROPOSER must submit an explanation of marketing strategies and literature it will use to promote transit advertising.
b. PROPOSER must state what printing services will be provided to potential customers.

* Advertising Content and Control a. PROPOSER must ensure that all advertising adheres to LANTA’s approved Advertising Policy which is included with solicitation documents in PennBid at https://pennbid.procureware.com/home.
b. All advertising shall be displayed in a neat and workmanlike manner.
c. Successful PROPOSER shall maintain all displayed advertising so as to ensure its neat appearance and promptly remove all advertising which is torn or otherwise unsightly in appearance.
d. LANTA reserves the right to require the successful PROPOSER to promptly remove, at the PROPOSER’s expense, any advertising which in the opinion of LANTA, is unsightly in appearance or violates LANTA’s Advertising Policy.
e. Note that LANTA’s Advertising Policy limits the coverage of windows on buses with advertising to 50 percent of the windows. LANTA may waive this and allow more extensive coverage, however, the first window from the front on the door side of the bus must be kept clear.
f. The design of all wraps must be approved by LANTA prior to installation.

* Administrative, Reporting, and Other Services a. PROPOSER must submit the following information regarding to LANTA monthly: List of advertisers.Type and current rates charged to advertisers.Annual collected revenue data with each payment.Revenue must be broken down by category of bus, paratransit van, bus stop waiting shelter, transit center advertising, or other.
b. PROPOSER will be responsible for frequent cleaning and trash removal from bus stop waiting shelters listed in the bus stop waiting shelter inventory included with the RFP. LANTA may elect to address this function in-house or with a separate contractor. PROPOSER should provide details in the proposal how their proposed financials would change if cleaning and trash removal were not included in the contract.

GENERAL ADVERTISING REQUIREMENTS

In the following sections, “Contractor” refers to the selected PROPOSER.

1)The Contractor shall have exclusive rights to place LANTA approved exterior bus advertising on LANTA fixed route and paratransit buses, subject to the terms and conditions set forth in this Request for Proposals. LANTA reserves the right to change the number of vehicles available for advertisement at any time.

2)LANTA reserves the right to use any unsold exterior vehicle or bus shelter advertising space for any self- promotional advertising or promotion or purpose it deems to be in the interests of LANTA. Production of any advertising materials for this purpose is the responsibility of LANTA. Space to be made available for advertising in LANTA transit centers will be determined by LANTA. LANTA reserves the right to use any space in transit centers at its discretion that is not designated for use by the PROPOSER.

3)Space availability for advertising on LANTA vehicles and facilities may change during the period of this Contract for reasons including, but not limited to, the acquisition of new vehicles, the retiring of old vehicles or new bus or facility designs or configurations which do not allow for advertising capability.

4)The Contractor shall employ its best efforts to develop and make sales of advertising space and shall maintain a fully staffed operation including:

a. An experienced local ad sales force with the capability of acquiring national advertising accounts.

b. An office facility and work force capable of ensuring proper installation, maintenance and removal of advertising displays.

5)The Contractor shall comply with LANTA’s Advertising Policy which is included as Attachment #. The Contractor shall comply with generally accepted industry principles with respect to good taste and all applicable laws and regulations including but not limited to truth in advertising, copyrights and trademarks. Additionally, the Contractor shall:

5. Remove all dated advertising materials within five calendar days from expiration date. Dated Materials refers to advertising materials that are relevant to a specific time period or relevant to an event that has been completed.
