Scope: The selected contractor will design and execute a comprehensive communications strategy to elevate the visibility, accessibility, and impact of WorkSource services in Clark, Cowlitz, and Wahkiakum counties. This work supports a multi-agency partnership led by Workforce Southwest Washington (WSW) and the One-Stop Operator, in alignment with state and federal workforce priorities. The contractor will collaborate closely with WSW, WorkSource staff, and partner organizations to ensure messaging is clear, consistent, inclusive, and tailored to reach both job seekers and employers. Communications should help drive engagement, increase utilization of services, and support stronger workforce outcomes across the region.

Key Responsibilities May Include:

(WSW is open to other strategies and tactics, as recommended by the proposed contractor)

* Social Media Management– Plan and post regular content highlighting services, events, training, youth programs, and employer resources. Platforms currently utilized by WorkSource locally include Facebook and LinkedIn.
* Website Updates– Keep WorkSource SW Washington website content current, authentic, and user-friendly.
* Outreach Materials– Develop flyers, brochures, and other communications as needed to promote programs and events and support remote WorkSource service sites.
* Campaigns– Support targeted outreach efforts tied to specific programs, initiatives, and events (e.g., hiring events, sector-specific training cohorts, Skilled Trades Workshops).
* Tracking– Report basic engagement metrics to promote strong continuous improvement (e.g., social media reach, website visits, email performance).

Expectations:

* Communications must beinclusive, neutral, and accessible to all audiences.
* Communications will incorporaterelevant, inspirational, and modern tactics and strategies.
* Communications will haveclear ROI for each tactic chosen, to ensure strong continuous improvement.
* Work must align withWorkSource brand and messaging standards.
* Communications will becoordinated with WSW and system partners.
