The Liberty Public School District No. 53 is seeking responses to this Request for Proposals (RFP) from experienced vendors to provide a wide range of integrated marketing and design services that include creative design/strategy/direction, print media, video and digital media, web presence, social media, and development of advertising/marketing communications campaigns that include, but are not limited to, digital, print, social media and online advertising.

Background:

Liberty Public Schools serves the residents of approximately 85 square miles in Clay County. Located just northeast of Kansas City, the school district serves more than 12,800 students in preschool through 12th grade. The district has seen rapid growth over the past 12 years; so much, in fact, that it has become one of the fastest growing school districts in the state. Our district is family-oriented and sees it’s over 65,000 residents (30,000 in Liberty and 35,000 on the Kansas City side) of the community take pride in being neighborly and maintaining a hometown spirit. Growth in our community is planned and managed, from the historic downtown district and older homes on tree-lined streets, to the growing development on the community’s western edge. In years past, CNN/Money Magazine recognized Liberty as one of the Best Places to Live. According to the magazine, the communities they selected offered, “the best combination of economic opportunity, good schools, safe streets, things to do, and a real sense of community.” Liberty School District has 11 elementary schools, four middle schools, two high schools, an alternative secondary school, and an early childhood center. LPS was recognized as a high performing school district for all 12 years the State of Missouri presented the Distinction in Performance Award, making it one of only 6% of Missouri districts to be placed in this category. Scope of Work:

Experienced vendors shall provide proposal(s) that present their qualifications, experience, and conceptual approach to providing a wide range of integrated marketing and design services that meet the needs of the Liberty Public School District. These services are expected to target primarily the district’s local community.

Please clearly indicate if your firm is not able to provide certain services included in the categories listed below.

Services to include the following categories:

                1. Creative Design/Strategy/Direction

                                o Commercial art and graphic design services

                                o Please detail costs based on hourly fees

                2. Print Media

                                o Provide strategy, oversight and guidance in all creative development;

                                o Copy and design development and refinement;

                                o Support print design and development projects to fulfill objectives of the                                                        Communications Department and other District offices and programs as requested;

                                o Strategy, oversight and execution of photoshoots as needed.

                                o Please detail costs based on hourly fees

                3. Video and Digital Media

                                o Provide strategy, oversight and guidance in all creative development;

                                o Support digital design and development projects to fulfill objectives of the                                                      Communications Department and other District offices and programs as requested.

                                o Provide current technologies to support digital creative efforts.

                                o Please detail costs based on hourly fees

                4. Web Presence

                                o Provide strategy, oversight and guidance in all creative development;

                                o Typical tasks may involve consultation, development and implementation of the                                          following;

  • E-mail Marketing
  • Interactive Marketing
  • Web Casting
  • Video Conferencing via the web
  • On-Line Media Management
  • Related activities to electronic marketing services

                                o Please detail costs based on hourly fees

                5. Social Media

                                o Provide strategy, oversight and guidance in all creative development.

                                o Please detail costs based on hourly fees

                6. Development of advertising/marketing communications campaigns

                                o To include, but are not limited to, digital, print, social media and online advertising.

                                o Please detail costs based on hourly fees

                7. Re-Branding

                                o Assist with re-branding of district logos.

                                o Provide strategy, oversight and guidance in all creative development

                We feel that Re-Branding will likely be more of a project to include a total project cost instead of              an hourly fee.

                Please provide a total project cost to accomplish Re-Branding efforts. If this is not the case,         please explain.

In providing these services, the awarded vendor(s) is expected to collaborate with a variety of District staff to coordinate, develop project plans, strategize, and execute work in a timely manner.

It is expected that the awarded vendor(s) understand the District’s objectives and provide solutions and resources to efficiently and effectively meet creative needs while maintaining the highest quality standards.

Please detail all applicable costs associated with service category listed above in Part IV, Section F. Please detail costs based on hourly fees and total project costs. For example; total project cost for developing a new district logo.
