Salt Lake County Issues Market Research RFP

 

 

Salt Lake County, on behalf of the Division of Aging Services, plans to contract with a qualified firm to conduct market research to determine client and eligible populations’ service needs and to help guide the strategic direction of the agency. Aging & Adult Services is requesting proposals for the market research portion of the assessment. The agency’s goal is to gather qualitative and quantitative information from the community, specifically targeting a broad demographic cross-section of individuals over age 45 in Salt Lake County. This project will include a minimum of three phases: focus groups, targeted interviews, and surveys and requires deliverables including a written report and presentation to Division management.

Background:

The Division of Aging & Adult Services is part of the Human Services Department of Salt Lake County government. Aging & Adult Services’ mission is to promote independence through advocacy, engagement, and access to resources. Aging & Adult Services is designated as a local Area Agency on Aging (AAA) as defined by the Older American’s Act of 1973. Our purpose is to consolidate resources and establish programs for older adults to help them to maintain their independence and dignity, engage in their community, and stay active in their older years. In 2010 there were 125,000 older individuals residing in Salt Lake County. By 2020 the number of individuals over the age of 60 in the County is anticipated to be just over 409,000.

Scope of Work: 

The desired outcome for this service is to contract with a qualified firm to conduct market research to support a Community Needs Assessment project for The Division of Aging & Adult Services.  This RFP is for the following contracted work:

  1. Phase One: Focus Groups with Seniors Currently Using Services, Seniors Not Currently Using Services, & Aging & Adult Services Front-Line Staff
  2. Contractor to propose total number of focus groups with seniors and demographic makeup of each; minimum of two focus groups required
  3. Minimum of one focus group for front line staff from all programs; contractor may propose additional focus groups
  4. Minimum of one group of supervisory and program management staff from all programs; contractor may propose additional focus groups
  5. Focus groups shall be held on Aging & Adult Services premises (i.e. government center, senior centers, or other) unless otherwise agreed upon by the Division and selected contractor
  1. Phase Two: Targeted Interviews with Program Staff & Other Service Providers
  2. Contractor to propose number & structure of interviews (e.g. individual or group) & consensus building session(s) with division management & executive leadership
  3. Contractor to propose number & structure of interviews (e.g. individual or group) with other providers serving older adults (e.g. nonprofits, government agencies, businesses); contractor may propose to substitute focus group for interviews with service providers; contractor may also propose to survey service providers
  1. Phase Three: Survey Individuals Eligible & Pre-eligible for Services
  2. Survey designed to reach broad audience of adult ages 45 and older who live in Salt Lake County
  3. Survey participants to identify age group, whether they use services, and needs & preferences for services
  4. Contractor may propose to survey additional populations (e.g. service providers, Division staff, etc.)

  5. Summary of Common Trends
  6. Recommendations to the Division
