The City of Billings is soliciting proposals from qualified Consultants to provide development and delivery of a strategic media marketing plan for the Public Works Department, and all Divisions therein.
Each of us is touched daily by Public Works services. Public Works allocates available resources to protect the health and safety of Billings residents. We provide design, construction, operation and maintenance of water, wastewater, stormwater, streets and alleys, solid waste, traffic control, and we provide engineering and other services most citizens take for granted.
Scope of Work:
The type of professional services required by this RFP may include, but not necessarily be limited to:
A. Develop media marketing plan in collaboration with the Department, to include standard communications, emergent news, and special projects;
B. Ability to produce content and media for plan such as video, audio, text, graphics and creative materials;
C. Access to outlets for media campaigns, such as television, radio, web-based and print for content distribution;
D. Possess established media market presence in area of interest to the Department;
E. Conduct ongoing meetings with Department personnel as deemed necessary to meet changing communication needs;
F. Reporting of content/ media delivery impact, monthly or by the project as determined by the Department;
G. Make recommendations to the Department based on intelligent data and feedback regarding communication needs and trends to enhance public engagement;
H. Coordinate with outlet partners if source type not directly available to a consultant, to include all outlet types such as television, radio, web-based and print;
I. The city will own the rights to all content and materials created, produced and/ or developed on their behalf and will have access to all files and materials to distribute as determined by the Department;
The Public Works Department, and all Divisions therein, is seeking a media marketing consultant to develop and deliver a strategic media marketing plan. The consultant should be experienced in developing and executing high-level strategic media communications that include all media type outlets. The consultant should have an established media presence in the stakeholders’ area of interest and direct access to outlets or partners with access to desired outlets, such as television, radio, print, and web-based content sharing.
The consultant should have the resources necessary to produce media content, such as video, audio, text, graphics and creative materials to meet the needs of the plan. The consultant will be able to report to the Department on content delivery and make recommendations to enhance public engagement based on intelligent data. The consultant will meet with the Department on a regular basis to assess changing communication needs and adjust the media marketing plan as determined by the Department. The consultant should understand that City may have established contracts with certain media outlet partners and those direct contracts should be used when appropriate. The consultant should understand that City will own the rights to all content and materials developed on their behalf and may distribute as determined to be in the best interest of City.
