Colorado State University (CSU) has issued a media planning and buying RFP.  The school  is now one of the United States’ leading research universities. Located in Fort Collins, Colorado (USA), CSU currently enrolls approximately 22,650 undergraduate students, 4,100 graduate students and 550 Professional Veterinary Medicine students, and has more than 1,800 faculty members working in eight colleges.CSU’s purpose is to ensure students can realize their dreams and impact the world through access to innovative and relevant academic programming, an incomparable student experience, extraordinary faculty and staff, research and new knowledge discovery to solve global challenges, and state-of-the-art working and learning environments.

Colorado State University solicits proposals from agencies and firms that provide media planning and buying services. The firm should bring a fresh point of view and will prepare, execute, monitor, and evaluate media buying plans to support branding and recruiting campaigns. Using primary and secondary research to accomplish campaign objectives, the selected firm will act in a consultative capacity and support the overall goal of advancing the image and reputation of the University.

SCOPE OF SERVICES

Colorado State University solicits proposals from agencies and firms that provide media planning and buying services. The firm should bring a fresh point of view and will prepare, execute, monitor, and evaluate media buying plans to support branding and recruiting campaigns. Using primary and secondary research to accomplish campaign objectives, the selected firm will act in a consultative capacity and support the overall goal of advancing the image and reputation of the University.

Work to accomplish this will include:

  • Researching and presenting new ideas in paid media (including both traditional and digital media), ad technology, partnerships, and experiential marketing
  • Determining appropriate media mix (ensuring integration between all media), as well as appropriate reach and frequency metrics
  • Meeting with media outlets/vendors to explore inventory, negotiate volume pricing, negotiate make-goods when necessary, and to maximize efficiencies of multiple campaigns to increase bonus and value added inventory
  • Meeting with CSU stakeholders (minimum bi-weekly teleconference and one monthly in-person which will be no longer than one half day)
  • Maintaining regular contact with CSU during media flights to provide updates concerning progress and results
  • Provide planning documents including a comprehensive and integrated plan with strategies, flow charts, insertion orders, conference reports, and status reports
  • Facilitating partnerships to create non-traditional but meaningful experiences to increase exposure in primary geographic targets
  • Seeking advanced approval prior to any expenditure or reallocation of budget
  • Procuring media for CSU and provide monthly invoices and statements (all billing from media outlets addressed to the firm/agency)
  • Facilitating logistics of creative specifications, deadlines, and submissions
  • Providing proof of performance reports/affidavits and tear sheets
  • Providing an annual report that describes advertising performance against objectives and standard industry metrics
